Creates and manages ads for a Page the person manages, such as boosting posts or running ads from the Page.

- The ad or boosted post is never shown in Ads Manager or on the Page.
- Requested with ads_management when only Page-level ads are used, or the other way round.
- The test user is not an admin of the Page and the ad account.

- Connect a Page and its ad account.
- Create or boost a Page ad from your app.
- Show it in Meta Ads Manager.
